It wouldn't make sense to detail them since we've already seen them on screen and this wasn't a novelization of the series. As for your summary that it was simply "The Romulans don't want help", you've completely missed the point of the book. The Romulan government know they need help, but they are unwilling to acknowledge that fact for fear of losing face. This leads to the ultimate doom of the general populace on Romulus. Some, like governor on the final planet visited, is so bought into the propaganda that he doesn't believe anything Starfleet is telling him, even as his people fear for their lives and rally around the Starfleet outpost to be ferried offworld. The Romulans are not a monoculture, and the failings of the Empire to defend their citizens puts the Federation in a terrible humanitarian and diplomatic pressure. There is a line i...I listened to this from Audible.<br />There is a line in it, something to the affect of "thoroughly tiresome" or "terribly tiresome". It was just "The Romulans don't want help", "this Romulan is being difficult". The whole synth attach was about 3 minutes of audio. No explanations.
